A former Spur Coach admitted Wednesday to attempting to send pornographic material to a 15-year-old girl investigators believe he had a sexual relationship with last year.
Charles Ray Fulmer, 44, who is out on bond, appeared with his attorney, Dan Hurley, before U.S. magistrate Judge D. Gordon Bryant and pleaded guilty to a federal felony count of attempted transfer of obscene material to a minor. He faces a punishment of up to 10 years in prison.
Bryant accepted his plea and the case will come before Senior U.S. District Court Judge Sam Cummings, who will determine Fulmer’s punishment after a pre-sentencing report.
Fulmer, who was a teacher and coach at Spur ISD, was arrested last year in connection with a Texas Ranger’s investigation that he had sex with a 15-year-old neighbor whom he coached in multiple sports including basketball and track and field. The girl’s parent called school officials, who confronted Fulmer about the allegation. In May 2017, Texas Rangers arrested Fulmer on a warrant charging him with a charge of sexual assault of a child, a second-degree felony that carries a punishment of two to 20 years in prison.
A search of his cell phone yielded messages that indicated Fulmer and the girl, who are neighbors, had sex during spring break in March 2017.
Phone records show Fulmer, who reportedly admitted to having sex with the girl once, attempted to send the girl a message that included a picture of a man and a woman having sex, according to court documents.
The messages also indicated, Fulmer, who was married, told the girl he planned to marry her when she became an adult, court documents state.
Federal grand jurors indicted Fulmer in April on a federal felony count of enticement of a minor, which carries a punishment of 10 years to life in prison. With his plea, the government will move to dismiss that charge. Fulmer will also be required to register as a sex offender.
